Chief Executive Officer
Guy Strawder is a principal with Revelations Counseling & Consulting with nearly 40 years of operations, policy, and leadership experience within the federal healthcare sector, Military Health System, and support for other Government agencies.
Guy is a licensed Marriage and Family Therapist at Revelations Counseling & Consulting in Fredericksburg, Virginia, where he applies family systems theory and interventions for individual counseling to treat anxiety, depression, and addictions, and to resolve relational problems in the counseling of families, couples, and adolescents (13+ years and older). He also incorporates complementary interventions from Rational-Emotive Behavioral Therapy, Cognitive Processing Therapy, and Existential Therapy. As a retired Lieutenant Colonel in the US Army with prior combat deployments, Guy frequently counsels military service members, veterans, and their families regarding adjustment disorders, acute stress, post-traumatic stress, and other related mental health issues. Guy also frequently works in co-therapy sessions with his wife, Joanne, to counsel couples and families. Joanne is a Licensed Clinical Social Worker and also a practicing therapist at Revelations Counseling & Consulting.
In addition to his current counseling practice, Guy also provides professional consulting to several client organizations in market areas that include: clinical services delivery; mental health counseling services; health information technology; military and veteran family whole-health services; career transition and employment; wounded warrior care and coaching; and strategic planning for one of the country’s largest academic medical centers. His previous commercial sector experience includes assignments as a lead corporate executive for Fortune 500 occupational health services firms and as vice president for a consulting firm in the National Capital Area, where he was responsible for overseeing several Department of War health programs.
Before he retired from the Army in 2006, Guy was the Defense Health Agency’s Director for the TRICARE managed care health plan, and the responsible officer for providing quality, accessible healthcare to 5 million enrolled beneficiaries. From 2001 to 2004, he was the senior military advisor to the Assistant Secretary of Defense for Health Affairs, where he assisted in strategic medical planning for Operations ENDURING FREEDOM and IRAQI FREEDOM, interagency planning for the nation’s defense against chemical and biological terrorism, and transforming the Military Health System organizational redesign and the multi-billion dollar performance-based managed care support contracts. Guy served with the 82d Airborne Division and commanded the largest medical company in the XVIII Airborne Corps during Operations Desert Shield and Desert Storm, and was also an operations and intelligence officer for the planning and execution of numerous contingencies, including Operations GOLDEN PHEASANT (Honduras and Nicaragua) and JUST CAUSE (Panama). Due to his diverse experiences in military service, public service, and private sector assignments, he was invited in 2007 to present conceptual solutions to the President’s Commission on the Care of America’s Returning Wounded Warriors—the “Dole-Shalala Commission.”
Mr. Strawder has published and contributed to numerous articles on military medicine in journals such as Joint Forces Quarterly, Proceedings, The Journal of the American Medical Association, and Army Logistician. He is the recipient of three Telly awards and an international videographer award for his work on training and education films sponsored by the Department of War. His military decorations include the Defense Superior Service Medal, the Defense Meritorious Service Medal, the Bronze Star, the Meritorious Service Medal (3), the Southwest Asian Service Medal (2), the Multinational Force and Observer’s Medal, and several other campaign medals. He has also earned the Senior Parachutist Badge, the Expert Field Medical Badge, and the Air Assault Badge.
Guy has earned a Master of Arts in Marriage and Family Therapy from Liberty University, and both a Master of Healthcare Administration and meeting all graduate requirements for a Master of Science in Public Health at the University of North Carolina at Chapel Hill. He is a resident graduate of the US Army Command and General Staff College, a certified medical laboratory scientist with the American Society of Clinical Pathologists, and a board-certified healthcare executive with the American College of Healthcare Executives. Guy was born into an Army family at Fort Bragg, North Carolina, as the son of a Vietnam War combat veteran who retired as a Command Sergeant Major after 27 years of service. He and Joanne now reside in Fredericksburg, Virginia, where they are immensely blessed with the company of their three daughters, two sons-in-law, and two granddaughters.

Joanne is a Licensed Clinical Social Worker and completed her master’s degree in social work at Virginia Commonwealth University.
As a principal of Revelations, Joanne has more than 30 years of professional experience in mental health with specific qualifications in case management, partial hospitalization programs, foster care, geriatric care, and crisis intervention and trauma treatment. Before joining Revelations, Joanne served for nine years as a social worker for Stafford County Public Schools, where she often served as an advocate in cases presented before the Special Education/Family Assessment and Planning Team.
As a lifelong social worker, Joanne primarily uses solution-focused therapy and integrates cognitive-behavioral and family systems interventions into her practice. Her prior experience with multiple populations enables her to work with clients from early childhood to older adulthood.
As the spouse of a retired US Army commissioned officer, Joanne has also had the privilege of leading Family Readiness Groups for unit commands during extended deployments. Joanne is a participating TRICARE provider, and she often works with military service members, veterans, and their families to treat adjustment disorders, acute stress, relational issues, and post-traumatic stress. Her husband, Guy, is a licensed marriage & family therapist at Revelations, and they frequently co-lead therapy sessions with couples and families.
Before her employment with Stafford County Schools in 2002, Joanne also worked at Mary Washington Hospital, Snowden at Fredericksburg Mental Health Facility. At Snowden, she provided both case management and psychotherapeutic services for hospitalized adults and developed the initial assessment for patients referred to the emergency department for psychiatric care. She was also assigned to conduct both individual and group therapy counseling sessions for inpatient and partial hospitalization programs. In 1998, Joanne also worked with the Prince William County Department of Social Services’ Foster Care unit, providing case management and psychotherapeutic services to adolescents placed in the county’s foster care program. In this position, she consulted with the Department’s attorneys to present client case documentation for legal proceedings and collaborated with foster parents, mental health professionals, teachers, physicians, and law enforcement officials to assist clients in maintaining quality foster care placements in the community.
Joanne was raised in Prince George’s County, Maryland, and, after following her husband around the country for a 21-year military career, she and Guy are now settled in Fredericksburg, Virginia, where they immensely enjoy the company of their three incredible daughters, two sons-in-law, and two grandchildren.

Samantha “Sam” Solley is the Chief Operations Officer for Revelations, with responsibility for managing all activities that sustain the company’s delivery of counseling and consulting services.
Sam is also an associate consultant to the company’s organizational clients, providing business development support, capture services, proposal assistance, and technical writing.
Sam is an avid researcher and writer, and she began her professional career by earning a Bachelor of Science in Psychology from the University of Mary Washington. She later earned her Master of Science degree in Healthcare Administration at Saint Joseph’s University, with a particular interest in healthcare policy, informatics, and electronic health records.
In her prior role, Sam was the associate administrator at a multi-specialty ophthalmology practice, responsible for operational efficiency, regulatory compliance, human resources management, marketing, provider relationships, and referral management. She monitored daily operation and data quality in the use of the practice’s electronic medical records. She became the organization’s subject matter expert on CMS Meaningful Use attestation for all eligible providers. During this assignment, Sam also assisted with rebranding the practice and led project management for the expansion to a second office location.
During her undergraduate studies at the University of Mary Washington, Sam was a collegiate swimmer for the Eagles and an active volunteer with the Rappahannock Big Brothers Big Sisters programs. She also completed her psychology senior internship with Edward E. Drew, Jr. Middle School, where she greatly enjoyed the opportunity to provide counsel to young adolescents.
A true “Army Brat,” Sam was born at Fort Bragg, North Carolina, and then bounced around the country during her formative years on multiple relocations with her parents and two sisters, which has inspired an enduring passion for travel and exploring.

Throughout his career, Lawrence has partnered closely with executive leadership to build scalable organizations grounded in accountability, compliance, and long-term value. His professional background spans contract administration, budgeting, finance, human resources, and information technology, with a consistent focus on enabling operational teams to perform at the highest level while meeting stringent federal requirements.
Lawrence is a retired United States Marine Corps Officer with more than 26 years of service, including over 17 years as a fiscal and budget officer and comptroller. His military experience includes extensive involvement in federal budgeting and acquisition processes and close collaboration with contracting officers across multiple commands. He served in several high-visibility assignments within the Marine Corps, including Marine Corps Systems Command, Headquarters Marine Corps, the Marine Corps Operational Test and Evaluation Activity (MCOTEA), and the Wounded Warrior Regiment—experiences that deeply inform his commitment to supporting warfighters, veterans, and the organizations that serve them.
Driven by a belief that strong operational foundations enable meaningful mission outcomes, Lawrence brings a service-oriented mindset to every aspect of his role at Revelations. His leadership reflects a balance of strategic insight, operational rigor, and respect for the people and missions entrusted to the company.
Lawrence holds a Master of Science in Information Technology Management from the Naval Postgraduate School and a Bachelor of Science in Finance from Old Dominion University. He lives in Fredericksburg, Virginia, with his wife, Dwan.

He provides a stabilizing force on any team, meeting mission requirements by leveraging team members’ skills and abilities.
In addition to his leadership background, Jay brings extensive program management experience in service delivery, software requirements development, and the long-term maintenance and maturation of large-scale data systems. Since 2002, he has successfully managed more than a dozen Department of Defense (DoD) and Veterans Affairs (VA) programs, ensuring mission-critical outcomes across diverse initiatives. Jay holds a Master of Science in Information Technology Management from the Naval Postgraduate School and a Bachelor of Business Administration in Accounting from the University of Oklahoma. Outside of work, Jay has been married for 32 years and enjoys a vibrant family life with three adult children, seven grandchildren, and a lively household that includes two Great Danes and a Puggle.

Senior Director of Plans & Operations
Heather serves a dual role at Revelations as both the Senior Operations Director and a Resident in Counseling. Her roles are supported by her education with a Bachelor of Science in Psychology (Wayne State University), a Certificate in Forensic Investigation (Wayne State University), and a Master of Science in Military and Emergency Responder Psychology [MERP] (Colorado State University Global). Her current work and practice fulfill a lifetime goal of providing personal development and mental health care to our military, veterans, first responders, and other high-risk occupations, as well as their loved ones. Heather recognizes a health care gap between the unique stressors and vital roles these individuals play and the resources available to integrate these occupational roles into our personal and family lives. These warrior and guardian roles often bleed into non-work areas in ways that can be unhelpful, and she aims to help us build better ways to live out our best personal and professional selves.
Heather’s professional background provides a unique intersection of experience, with a strong foundation in psychological education and practical knowledge in responder service and culture. She began her federal career in 2007 as a federal law enforcement officer with U.S. Customs and Border Protection. In that role, she served on her Agency’s Honor Guard and on specialized teams focusing on counterterrorism, trends and operational patterns of criminal organizations, and high-risk assessments. She has prior employment as a Management and Program Analyst for the federal government and experience leading narcotics and currency smuggling operations, as well as collaborating with joint task forces and other federal agencies through training. In 2014, Heather received her agency’s Commissioner’s Award for Special Recognition, along with her assigned unit, for her performance on a Congressionally-mandated project.
Heather is originally from Michigan and was born in Detroit proper, where she lived and worked as a young adult. Detroit has a special place in her heart because, as she puts it, “That city has grit!” Detroit is also special because it’s the place where she met her husband, with whom she shares the joy of raising two boisterous girls. She enjoys being active in the outdoors, and you’ll find her running, cycling, and rollerblading as the seasons permit. She enjoys reading fantasy fiction, thrillers, and spiritual and professional development material, as well as live music. Heather appreciates a deep connection with dogs and revels in exploring new places with her family in their 17-foot bunkhouse camper.

Director of Client Relations & Strategy
Carolyn Pickering serves as Director of Client Relations and Strategy at Revelations, where she leads opportunity identification, bid qualification, pipeline management, capture planning, teaming strategies, solution architecture, and proposal development.
She holds a Bachelor of Science in Economics from James Madison University and began her career as an intern with the U.S. Navy, followed by an internship with the Bureau of Labor Statistics (BLS). Carolyn spent more than 20 years at BLS, culminating as a Senior Supervisory Economist, before joining the U.S. Census Bureau in 2012 as a Survey Director. In that role, she managed interagency agreements and directed programs focused on household economic well-being, children’s health, nursing, and education. Her responsibilities included nationwide data collection, processing, dissemination, staffing, and budget oversight. Carolyn’s federal service earned her a Distinguished Service Award from BLS and two Bronze Medal Awards from the Census Bureau.
In 2023, Carolyn transitioned to Revelations Counseling & Consulting as Operations Manager for medical and surgical appointing under the Veterans Administration Community Care Network (CCN) contract. She was promoted in 2024 to CCN Deputy Program Manager, where she oversaw daily operations, quality assurance, and performance compliance across the contract.
Born at Bethesda Naval Hospital, Carolyn is the daughter of a career Marine, who served active duty in World War II, the Korean War, and the Vietnam War, and a federal Department of Defense civilian employee. Her parents inspired her lifelong commitment to public service and supporting military families. This passion continues to drive her work at Revelations.
Outside of work, Carolyn enjoys reading, listening to music, and camping with her husband and their dog, Bee. She has lived in Spotsylvania County for over 30 years, where she and her husband raised their adult daughter.

Director of Human Services
Ben serves as the Human Resources Manager for Revelations, responsible for personnel services support for our clinical practice and staffing for our Health and Human Solutions federal program operations. Ben brings experience from his prior position as a supervisor for an international supermarket chain, and is responsible for all of Revelations’ recruitment and onboarding efforts, coordinating the company’s employer-sponsored benefits, providing guidance for employee professional development, ensuring company compliance with human resources state and federal laws, and always striving to provide a rewarding work environment for all of our employees to Discover Your Best.
As the son of a retired Marine, Ben spent his early years traveling around the world with his family on his father’s military assignments. Ben’s personal understanding of the military community culture is evident in his passion for our company’s specialization to enhance the health and quality of life needs for our counseling clients, the US Marine Corps Wounded Warrior Program, and the Veterans Community Care Networks Program—and he takes pride in recruiting great employees who share this passion.
Ben still enjoys traveling, and especially visiting his mother and family in Australia, whenever possible. He currently resides in downtown Fredericksburg with his wife, Sam, and their two Carolina dogs—Carson and Evan. Among his many talents, Ben was also a professional cook, and he still enjoys trying new recipes with his wife and hosting dinner parties for family and friends.

Matthew “Matt” Lowery is an experienced communications leader with a strong background in public health, crisis response, and strategic outreach. As Director of Communications & Outreach at Revelations, he oversees the development and execution of communications and marketing strategies that strengthen community engagement and promote mental health awareness within the populations served.
Matt is a Licensed Clinical Social Worker (LCSW) with years of experience providing clinical therapy and case management services to underserved and vulnerable populations, including runaway and homeless youth, LGBTQI+ individuals, immigrant groups, veterans, and adults with serious mental illness. This hands-on experience in behavioral health allows Matt to bring a unique perspective and understanding to his communications and outreach.
Before his current role, Matt managed national campaigns, crisis communications, data visualization, and stakeholder engagement for the 988 Suicide & Crisis Lifeline. His career also includes providing similar project management and communications services for other federal programs focused on behavioral health and violence prevention within the Defense Health Agency (DHA) and the Centers for Disease Control and Prevention (CDC).
Matt holds a Master of Social Work from Syracuse University and a Bachelor’s degree in Psychology from Le Moyne College. He is certified in Project Management in Healthcare via the Six Sigma Global Institute and has earned multiple industry awards for impactful public health campaigns. Passionate about mental health advocacy and effective communication, Matt combines clinical expertise with strategic leadership to drive meaningful change.
Matt currently resides in Rhode Island, and outside of work, he enjoys hiking, kayaking, DIY home projects, and spending time with his wife and their two children, whom he adores immensely.
